纳米比亚总统访华为何专程来四川？|Why Did Namibia's President Make a Special Stop in Sichuan During Her China Visit?

7月8日，在中国进行国事访问的纳米比亚共和国总统内通博·南迪-恩代特瓦抵达四川成都。应国家主席习近平邀请，恩代特瓦总统于7月5日抵达广东广州，开始对中国进行为期一周的国事访问，此次访问是恩代特瓦总统就任以来首次访华。四川国际传播中心特邀纳米比亚司法和劳工关系部监察专员办公室首席投诉调查员希尔维斯特·辛乌拉·希本戈，结合本次纳米比亚共和国总统访华背景及自身在华考察经历，解读中纳双边关系与未来合作方向。正文如下：

不久前在四川的参访令我印象深刻。亲眼见证当地依托各类发展项目带来的民生巨变，我深受触动。这片土地给出了一个生动的答案：当发展聚焦于改善生活、创造机会和提升尊严时，它便与人权实现了最深刻的融合。

Recently, I had the privilege of visiting Sichuan Province, where I witnessed firsthand the remarkable strides China has made in development projects that directly improve the lives of its people. Sichuan Province left a lasting impression on me. The region is a vivid example of how development projects can be tied to human rights by improving livelihoods, creating opportunities, and fostering dignity.

例如，我在四川考察的现代化灌溉系统，不仅是顶尖科技成果，更是当地农民赖以生存的命脉。这套水利设施保障粮食安全、提升农业产能，为乡村群众赋能增收。这充分证明，完善的基础设施能够直接、显著地提升民众生活水平。

The advanced irrigation systems I observed in Sichuan are not only technological marvels but also lifelines for farmers. They ensure food security, enhance agricultural productivity, and empower rural communities. This is a clear demonstration of the right to development in action where infrastructure directly translates into improved living standards.

此外在四川，我还看到中国将生物多样性保护与旅游产业有机结合，打造可持续发展模式，既守护珍稀生态资源，又为当地百姓创造就业岗位、拓宽收入渠道。这里的旅游产业绝非单纯休闲业态，更是拉动区域发展、普及生态教育、传承本土文化的核心动力。

Furthermore, by combining conservation with tourism, China has created a sustainable model that protects biodiversity while generating income and employment for local communities. Tourism here is not just leisure; it is a driver of development, education, and cultural pride.

这些发展充分彰显中国的发展理念：发展本身就是一项基本人权。事实证明，完善基础设施、深耕科技创新、推进产业革新，能够带动全民增收，实现长久普惠的社会效益。

These developments embody China's philosophy that development is a fundamental human right. They show how infrastructure, technology, and innovation can uplift communities and create lasting social benefits.

纳米比亚与中国拥有源远流长的团结协作情谊。

Namibia and China share a long history of solidarity and cooperation.

在纳米比亚争取民族解放斗争的艰苦岁月里，中国始终坚定同我方站在一起，提供政治声援、道义支持与物资援助。这份患难与共的情谊，奠定了两国长久友好的根基。

Support during Namibia's Liberation Struggle:  China stood firmly with Namibia during its fight for independence, providing political, moral, and material support. This solidarity laid the foundation for enduring friendship.

自1990 年中国与纳米比亚建交以来，两国始终保持紧密外交关系，在基建、教育、医疗、贸易等多领域开展深度合作。

Diplomatic Relations Post-Independence: Since 1990, Namibia and China have maintained strong diplomatic ties, with cooperation spanning infrastructure, education, health, and trade.

This historical partnership underscores the depth of trust and mutual respect between the two nations, providing a solid base for future collaboration.

恩代特瓦总统此次访华旨在加强中纳双边关系。我认为立足纳米比亚自身发展规划，中纳两国可在多个重点领域深化战略协作。

Forward-Looking Cooperation Opportunities: As Namibia charts its development path, there are several strategic areas where cooperation with China can be deepened and here are few.

Agriculture and Irrigation Systems: Drawing inspiration from Sichuan's irrigation projects, Namibia can collaborate with China to modernize its agricultural sector. Advanced irrigation and farming technologies can help Namibia overcome challenges of arid conditions, boost food security, and empower rural communities.

中国在数字技术、人工智能、智慧基建领域成果丰硕，为纳米比亚经济现代化提供全新机遇。双方可共建合资项目，开展技术合作、人才培育、创新产业园建设，助力纳米比亚青年与本土创业者成长。

Technology and Innovation: China's advancements in digital technology, artificial intelligence, and smart infrastructure present opportunities for Namibia to modernize its economy. Joint ventures in technology cooperation, capacity building, and innovation hubs could empower Namibian youth and entrepreneurs.

纳米比亚光照资源充沛，太阳能是天然合作赛道。依托中国成熟的光伏技术，纳米比亚可充分开发光能资源，扩大乡村电力覆盖，降低化石能源依赖。

Solar Energy Projects: With Namibia's abundant sunshine, solar energy is a natural area for cooperation. China's expertise in solar technology can help Namibia harness this resource to expand access to electricity, particularly in rural areas, and reduce reliance on fossil fuels.

除经贸产业合作外，两国还可携手落地各类民生工程，完善医疗基础设施、开展教育交流、推进保障性住房建设。这类项目能够夯实社会发展根基，全方位提升纳米比亚民众的生活品质。

Social Benefit Projects: Beyond economic cooperation, Namibia and China can work together on projects that directly improve social welfare, such as healthcare infrastructure, education exchanges, and housing initiatives. These projects would strengthen the social fabric and enhance the quality of life for Namibians.

结合实地考察，我总结出四条可供纳米比亚参考的发展思路。一是，统筹一体化发展。产业发展兼顾经济增长与民生红利，保障基层群众直接共享发展成果。二是，坚持可持续发展。联动生态保护与文旅产业，在守护自然遗产的同时打造稳定增收渠道。三是，推进技术合作。依托对华合作，快速引进农业、清洁能源、数字领域的先进技术。四是，聚焦基层发展赋能。所有发展规划以当地群众权益为先，保障发展公平、全民参与。

Strategic Lessons for Namibia: From my observations, several lessons stand out for Namibia:

Integrated Development: Projects should combine economic growth with social benefits, ensuring that communities directly benefit from development initiatives. 

Sustainability: Conservation and tourism can be linked to create sustainable income streams while protecting natural heritage. 

Technology Cooperation: Partnerships with China can accelerate Namibia’s adoption of advanced technologies in agriculture, energy, and digital innovation.

Community Empowerment: Development must prioritize the empowerment of local communities, ensuring inclusivity and fairness.

依托内通博·南迪-恩代特瓦总统访华的良好契机，两国持续深化务实合作，将助力纳米比亚提速发展，推动中纳伙伴关系行稳致远。

Taking the opportunity of President Netumbo Nandi-Ndaitwah's visit to China, both sides are committed to deepening pragmatic cooperation. Such efforts will boost Namibia's development pace and promote the sustained and stable advancement of the China-Namibia partnership.
