巴基斯坦专家：全世界将从中美携手“搭桥”中受益 | Pakistani Expert:World Will Benefit From China And The US Building Bridges

中国国家主席习近平于9月23日至25日对美国进行国事访问。元首外交对中美关系具有不可替代的战略引领作用。四川国际传播中心特邀亚洲生态文明研究与发展研究所首席执行官沙基尔·艾哈迈德·拉迈（Shakeel Ahmad Ramay）撰文，从巴基斯坦视角出发，围绕中美合作及其对巴基斯坦、中东地区乃至全球经济与和平发展的影响展开分析，并分享其观察与思考。正文如下：

本次中美元首会晤受到国际社会广泛关注。当下正值全球经济面临多重挑战之际，全世界都盼望此次会晤能取得积极突破。但在这样的背景下，全球发展如何才能迎来突破？习近平主席所倡导的对话而不对抗、结伴而不结盟、共赢而非零和之观念有望重振全球发展事业。对话与合作共赢将助力化解双边分歧，破解美国国内债务、逆差、就业等难题，同时也为全球经济复苏、可持续发展与和平安宁铺平道路。但具体如何实现呢？

The meeting between the Chinese and U.S. presidents has drawn widespread international attention. At a time when the global economy is facing multiple challenges, the world expects a positive breakthrough. But how can such a breakthrough be achieved under these circumstances? President Xi Jinping's philosophy of dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum can lead to a breakthrough. Dialogue and win-win cooperation will help resolve bilateral issues, address the US's domestic problems (debt, deficit, jobs, etc.). It will also pave the way for global economic recovery, sustainable development, and peace. How?

首先，中国较高的储蓄率为其提供了雄厚的资金实力，部分资金有可能投资于全球市场。其次，中国投入大量资金用于补贴和激励措施来促进国内消费、开拓新投资领域，包括零磁医疗设备、智能检测仪器、智能能源管理系统、深海机器人、专用海洋设备等。我认为这些举措将为包括美国在内的全球经济体和企业创造重要机遇。如果美国选择进一步深化与中国的经济合作，也有望从这些新兴机遇中获益。

First, China's relatively high savings rate provides it with strong financial resources, and some of these funds may be invested in global markets.

Second, China has invested heavily and offers lucrative incentives to boost domestic consumption and open new areas for investment, such as zero‑magnetic medical devices, smart testing and inspection instruments, intelligent energy management systems, deep-sea robots, specialized marine equipment, etc. From my point of view, it will create enormous opportunities for global economies and companies, including for the USA. The USA can benefit immensely if it chooses to cooperate.

中美合作还将从多个层面对区域市场及相关国家产生溢出效应。各国可以开展自由贸易，与中美两国建立经济联系。我相信，这将助力“一带一路”成员国加快相关项目推进进程，也能帮助其破解经济、发展、技术及社会领域的各类难题。

Cooperation between China and the USA will also have spillover effects on regional markets and countries in many ways. They can trade freely and build economic linkages with China and the USA. This will help BRI member countries expedite implementation of BRI-related projects. I believe it will help them to tackle their economic, development, technological, and social problems.

对我们巴基斯坦人来说，中国和美国都是重要的经济和外交伙伴。当前，巴基斯坦面临着不少挑战，如果中美能够加强合作、减少对抗，就能为巴基斯坦与两国继续发展经贸关系创造更多空间，包括进一步推进“中巴经济走廊”（CPEC）等合作项目。中美关系更加稳定，不仅符合两国自身利益，也会让包括巴基斯坦在内的更多国家从中受益。

For us, both China and the U.S. are important economic and diplomatic partners. Pakistan is facing many challenges, and if China and the U.S. can strengthen cooperation and reduce confrontation, it will create more space for Pakistan to further develop its economic and trade ties with both countries, including advancing cooperation projects such as the China-Pakistan Economic Corridor (CPEC). A more stable China-U.S. relationship would not only serve the interests of both countries, but also benefit more countries, including Pakistan.

此外，我认为在金融层面，更加稳定的外部环境有助于巴基斯坦与包括国际货币基金组织和世界银行在内的国际金融机构开展合作，并为我们国家的经济复苏与发展创造更有利的条件。在地区层面，主要大国之间加强合作也可能为应对安全问题、推动区域互联互通创造更加稳定的环境。

At the financial level, I think a more stable external environment could facilitate Pakistan's engagement with international financial institutions, including the International Monetary Fund and the World Bank, and create more favorable conditions for economic recovery and development. At the regional level, greater cooperation among major powers could also contribute to a more stable environment for addressing security concerns and promoting economic connectivity.

因此，目前巴方领导层、专家和媒体正密切关注本次中美元首会晤动向，希望中美能化解，或至少能处理双方分歧。大家一致认为，中美分歧得到化解，有望减轻巴基斯坦面临的部分外部压力，特别是改善经济与战略环境，并为应对巴基斯坦国内及区域层面的安全挑战创造更大的空间。

Therefore, Pakistani leadership, experts, and the media are closely following the Xi-Trump Summit, hoping China and the USA will be able to resolve, or at least manage, their differences. There was a consensus that the reduction in tensions between China and the United States could help ease some of the external pressures facing Pakistan. This could improve Pakistan's economic and strategic environment and create greater space for the country to address security challenges. 

此外，巴基斯坦的专家们分析认为中美两国领导人还将讨论美以伊战争等中东危机问题。当前中东危机的影响已远远超过地区范围，巴基斯坦也无法置身事外。因此，我们希望两国领导人能够找到缓解地区冲突、实现中东和平安宁的方案。

Moreover, Pakistan experts believe the leaders of China and the United States to discuss the Middle East crisis, including the U.S.-Israel-Iran conflict. The Middle East crisis is impacting the whole world, and Pakistan is no exception. Thus, we hope both leaders will find a formula for de-escalation in the region and a peace formula for the Middle East.

结合上述我讲的一切，总体来看，我认为冲突对抗、贸易战、制裁以及旨在遏制中国的政策既不明智、也难以持续，不符合任何一方的利益。这类政策会引发一系列负面影响，而美国同样也可能成为受影响较为严重的国家之一。目前，贸易战、制裁与冲突对美国经济和社会造成的负面影响已初见端倪：美国工业、制造业尚未出现复苏迹象，而美国经济表现疲弱也可能对更广泛的全球经济产生影响。要扭转这一态势，当前中美亟需开展合作。

Overall, I believe that confrontation, trade wars, sanctions, and hegemonic aspiration or containment of China are unsustainable and unwise policies that serve no one's interests. These policies will have negative implications, and the USA will be among the worst-impacted countries. Early signs of negative impacts of trade wars, sanctions, and conflicts on the American economy and society are already evident. There are no signs of revival of industrial and manufacturing sectors. The USA's poor economic performance will negatively affect the global economy. To reverse the trend, cooperation between China and the US is needed at this time.

在此背景下，不仅巴基斯坦民众，我相信，全世界都期待两国领导人携手搭建桥梁，而非筑起高墙。桥梁能够带来持久和平、合作共存、可持续发展与共同繁荣；而高墙则只会将人类陷于冲突和无尽苦难。当前世界正面临冲突、战乱、极端贫困、粮食与能源供应短缺等多重困境，因此构建桥梁是全球共同诉求。

In this context, I believe that not only the people of Pakistan, but people around the world, expects that both leaders should work together to build bridges, not walls. Bridges bring enduring peace, cooperative coexistence, sustainable development, and prosperity, while walls bring conflict and misery to humanity. Bridges are also needed because the world already faces multifaceted challenges such as conflicts, wars, high poverty, food insecurity, and energy insecurity. Therefore, building bridges is a shared aspiration of the global community.

最后，特朗普总统和美国政策制定者应当认识到：美国过去在全球经济、贸易、投资和全球化进程中发挥重要作用，在很大程度上是得益于开放、合作、经济融合与国际伙伴关系，而非孤立、保护主义、对抗或脱离国际合作。因此，我认为，美国只有转向更加广泛的合作，才有可能为各方实现互利共赢创造更多机会。

Lastly, President Trump and the American ruling elite need to comprehend that the USA was at the center of the global economy, trade, investment, and globalization because of its openness, cooperation, sharing, and partnerships, not closed doors, protectionism, confrontations, or isolation. Thus, I believe a shift toward broader cooperation is the only way to create more opportunities for mutually beneficial outcomes for all parties.
