中吉关系为何不断升温？这位吉尔吉斯斯坦学者谈亲历与期待| Why Are China-Kyrgyzstan Ties Growing Stronger? A Kyrgyz Scholar's Take

在中国国家主席习近平对吉尔吉斯斯坦进行国事访问之际，四川国际传播中心特邀吉尔吉斯斯坦比什凯克国立大学副教授库达亚罗夫·卡尼别克·阿克马特别科维奇（Kanybek Akmatbekovich Kudaiarov）撰文。库达亚罗夫博士结合自身学术研究和多次访华经历，从中亚视角谈论对中吉关系的认识，以及对两国深化合作，共绘美好前景的展望。全文如下：

作为一名东方学家及国际关系学者，我自学生时代起就对东方各国有所了解。不过，这些了解以及我对亚非国家政治与社会经济进程的认知，基本上是靠文献、视频和录音的了解，还有听那些去过那些国家的人讲故事，才慢慢积累起来的。

As an Orientalist and international relations specialist, I have been familiar with the countries of the East since my student years. However, this familiarity and awareness of the political and socio‑economic processes in the countries of Asia and Africa, has been gradually accumulated primarily through literature, videos, and audio recordings, as well as by listening to the stories of people who had been there.

所幸的是，我有机会来到中国，当今世界最强大的国家之一。2024年10月，我应邀参加在杭州举行的第七届中亚经济与社会研究论坛暨区域国别学视阈下的中亚研究国际学术研讨会。正是从那时起，我才真正开始认识中国。中国发达的城市基础设施、好客的人民、优美的自然风光、宜人的气候、传统礼仪和饮食习惯等，都给我留下了深刻印象，使我难以忘怀。

However, I was fortunate enough to visit one of the most influential countries in the world — China. This happened in October 2024, when I was invited to the 7th Central Asia Economic and Social Research Forum and the International Symposium on Central Asian Studies from the Perspective of Regional and Country Studies, which were held in the city of Hangzhou. It was from this moment that I began to truly discover China. The urban infrastructure, the people, the nature, the climate, the etiquette and culinary preferences of the Chinese, and much more impressed me and left an indelible mark on my memory.

我结识了中国多家顶尖科研机构的优秀专家学者，深入了解了中国为学术研究提供的丰富资源与平台优势，以及学界所采用的前沿研究方法。2025年8月，我有幸再次来到中国，参与西北大学的一项学术项目，并于西安这座历史文化名城开展了为期三周半的交流学习。那里是中华文明和中华民族的重要发祥地之一，而那段时光也让我深切感受到了这座城市的城市氛围、文化密码和历史底蕴。

Getting to know Chinese experts from various scientific and research centers in China gave me the opportunity not only to get to know these wonderful people better but also to gain an understanding of the opportunities that China offers for conducting research, as well as the research methods and types of analysis used by the Chinese expert community. In August 2025, when I was fortunate enough to return to China and participate in an academic program at Northwest University. Three and a half weeks spent in the majestic city of Xi'an — the key cradles of Chinese civilisation and the Chinese nation— allowed me to deeply feel the atmosphere of the city, its cultural code, and its history. 

中华民族拥有悠久的历史和灿烂的文化，创造了伟大的中华文明，为世界贡献了孔子、老子、孙子等众多思想家。这些思想至今仍在源源不断地影响我们的当代生活。在全球层面，“构建人类命运共同体”作为习近平外交思想的核心理念，倡导国际社会和平共处、坚持对话协商。

Truly, the great culture and great history of the Chinese people, who are the creators of the great Chinese civilization and have gifted the world with a huge number of world thinkers such as Confucius, Lao Tzu, Sun Tzu, and many others, continue to enrich our modern reality. On a global scale, we see the embodiment of the ideas of the great Confucius in the main foreign policy doctrine of the President of the People's Republic of China, Xi Jinping — "Building a community with a shared future for mankind" in which China calls on the global community to coexist peacefully and seek compromises.

近年来，世界面临乌克兰危机、叙利亚冲突及其带来的重大影响、美伊冲突等多重挑战，在这样的大背景下，中国的这一倡议显得尤为重要。当前，世界比以往任何时候都更需要帮助，需要坚强而睿智的领导人提出明智解决方案，引导各方走出困境。

This call by China has been especially relevant in recent years, when the world has been overwhelmed by a wave of crises (the Ukrainian crisis; the Syrian conflict and its consequences; the US‑Iran conflict; and other conflict zones). Right now, the world needs help more than ever, needs strong and wise leaders who are ready to offer a wise solution and a way out of the current dire situation.

中国正在通过一系列重要措施，为中亚地区乃至更广泛的区域奠定新的经济格局基础。这些措施旨在给世界上许多地区和国家带来稳定、和平与繁荣。其中一项至关重要的决策，就是实施“一带一路”重大倡议。这一倡议通过建设新的交通运输和物流通道，打造产业集群，为当地创造数十万个就业岗位，进而改善地球上数百万民众的生活。

China is laying the foundations for a new economic architecture in the Central Asian region and far beyond, through a series of measures designed to bring stability, peace, and prosperity to many regions and countries around the world.  One such vitally important decision is the implementation of the "Belt and Road" mega-project, which is intended to make the lives of millions of people on our planet better by creating new transport and logistics routes, establishing industrial clusters, and thereby creating hundreds of thousands of new jobs for local communities.

中国作为公认的全球科技发展引领者和当今世界主要投资国之一，为吉尔吉斯斯坦等邻国的发展贡献了决定性力量。在此背景下，中国国家主席对吉尔吉斯斯坦进行国事访问，并出席上海合作组织峰会，对吉尔吉斯斯坦人民具有重要意义。

China, as a recognized global leader in technological development and one of the world’s main investors today, plays a truly fateful and decisive role in the lives of countries neighbouring China, including Kyrgyzstan. In this regard, the state visit of the President of the People’s Republic of China to Kyrgyzstan, which coincides with the Chinese leader’s participation in the SCO Summit, is of great importance to the people of Kyrgyzstan.

习近平主席访问吉尔吉斯斯坦，表明中方不仅重视经济与基础设施合作，也高度重视安全问题。众所周知，没有足够的安全保障，发展根本就无从谈起。而安全，恰恰是当今世界最需要的东西。中国愿意在这方面与国际社会开展合作，不只是在上海合作组织框架内，也包括其他区域和全球性的平台。

Xi Jinping's visit to Kyrgyzstan underscores the great importance for Beijing not only of economic and infrastructure issues, but also of security issues, since it is difficult to talk about any development at all without achieving the necessary level of security. Security is what the world needs today. And China is ready to cooperate with the international community in this area not only within the framework of the SCO, but also within other regional and global platforms.

就中吉双边合作而言，加快推进中吉乌铁路建设将发挥关键作用，有望将中吉关系提升至新高度。中国帮助吉尔吉斯斯坦打破交通瓶颈，未来，吉尔吉斯斯坦将从中受益，获得通往周边乃至更远国家市场的新物流通道，为本国商品和服务打开市场。这将极大推动本国工业发展，并加强国家间联系。习近平主席此行象征其对吉尔吉斯斯坦及其外交政策的支持，吉尔吉斯斯坦对此高度重视，凸显了中吉睦邻友好关系，并进一步巩固了两国战略合作。

However, if we focus solely on Kyrgyz-Chinese cooperation, a key role will be played by the further and accelerated construction of the China-Kyrgyzstan-Uzbekistan railway, which is expected to take bilateral China-Kyrgyzstan relations to a qualitatively new level of cooperation. Since China, in this case, is helping Kyrgyzstan overcome the transport deadlock, the Kyrgyz Republic will in the future gain new logistics routes to the markets of neighboring countries and not only neighboring countries, opening their markets to Kyrgyz goods and services. This will provide a huge impetus for the development of domestic industry and strengthen contacts between the states. Xi Jinping’s visit undoubtedly signifies symbolic support for Kyrgyzstan and its foreign policy. It is extremely significant and important for Kyrgyzstan, which underscores the good-neighbourly relations between China and Kyrgyzstan and strengthens strategic cooperation between them.

另外值得一提的是，在吉尔吉斯斯坦独立35年间，中国国家主席习近平三次访问吉尔吉斯斯坦。我们欣喜地看到，两国深厚的历史渊源正持续焕发新力，切实增进了两国福祉，推动伙伴关系迈向新高度。

Another important factor is that, over the 35 year period of Kyrgyzstan's independence, Chinese President Xi Jinping has visited Kyrgyzstan three times. It is encouraging to see that the deep historical ties between the two countries continue to take on new vigour and brings harmony and happiness, strengthening cooperation and partnership.

《习近平谈治国理政》系列著作推介活动也承载着特殊而深远的意义。我们深信，面向吉尔吉斯斯坦政界、学界推介这些著作，不仅有助于深度解码中国的治理之道，更能为当地施政管理提供极具价值的思路借鉴。

The presentations of books by Chinese President Xi Jinping, which focus on public administration, also play a special role. We believe that introducing a wide range of readers, including government officials and intellectuals in Kyrgyzstan, to Xi Jinping's works will make it possible to gain a deeper understanding of China's management system and may become an important and useful guide for local administrators.

在习近平主席的领导下，当今中国以开放的姿态面向世界，充分彰显了和平发展的决心，以及致力于推动世界更加美好的真诚愿望。吉尔吉斯斯坦对此深表认同，并致力于把握中国提供的历史机遇，推动本国实现发展振兴。目前，双方合作已取得显著成效：铁路、公路、电网、贸易物流中心等一系列重点项目正稳步推进，未来发展前景广阔。

The openness that China today demonstrates to the world through Xi Jinping is evidence of its peaceful intentions and desire to help the world become better than it was yesterday. Kyrgyzstan understands this and wishes to seize the historic opportunity provided by the People's Republic of China for its own development. And the result was not long in coming: today, you can already see the fruits of this partnership, manifested in the construction of railways, highways, new power lines, trade and logistics centres, and much more. And this is just the beginning.

综合上述情况，不难理解吉尔吉斯斯坦及其人民对习近平主席此次访问的高度重视。吉尔吉斯斯坦对参与中国重大合作项目深感荣幸。这些项目的落地实施，不仅将有力助推吉尔吉斯共和国建设进程，更将为本国的长治久安与持久繁荣筑牢根基。

Taking all of the above into account, it is not difficult to guess what significance Kyrgyzstan and the Kyrgyz people attach to President Xi Jinping's visit to Kyrgyzstan. Kyrgyzstan is happy to be among China's partner countries in the implementation of China's grandiose mega‑projects, which will help the Kyrgyz Republic strengthen its statehood and ensure stability and prosperity for many years to come.
