泰国总理阿努廷已于7月16日开启对中国的正式访问,成都也在其此次访华行程之中。值此之际,四川国际传播中心特邀成都大学泰国研究中心智库专家关国兴撰文。作为长期参与中泰教育合作与人文交流的亲历者,他回顾了二十余年来中泰合作的发展历程,分享了推动成都大学泰语专业建设、促进中泰人才培养以及深化四川与泰国交流合作的亲身经历,并结合此次访问,展望中国西部与泰国合作的新前景。全文如下:


Thai Prime Minister Anutin Charnvirakul began his official visit to China on July 16, with Chengdu included as one of the stops on his itinerary. On this occasion, the Sichuan International Communication Center has invited Chaphiporn Kiatkachatharn, a think tank expert at the Sichuan Provincial Research Institute of Thai Studies, Chengdu University, to share his insights. As a longtime participant and firsthand witness to China–Thailand educational cooperation and people-to-people exchanges, he reflects on more than two decades of bilateral cooperation, recounts his experience in advancing Thai-language education at Chengdu University, promoting talent cultivation, and deepening exchanges between Sichuan and Thailand, and offers his perspective on the future of cooperation between western China and Thailand in light of the prime minister's visit. 本次泰国总理阿努廷的访问是其就任后首次正式访华。此次访问共有三个主要目的地:北京、上海和成都。成都作为其行程中的重要一站,也体现了泰国对深化与中国西部地区合作的重视。


This visit by Thai Prime Minister Anutin Charnvirakul is his first official visit to China since taking office. The visit will cover three main destinations: Beijing, Shanghai, and Chengdu. The inclusion of Chengdu as a major stop on his itinerary highlights Thailand's strong commitment to expanding cooperation with China's western region.

我依然清晰地记得,在2005年9月21日至22日于清迈举行的“中泰经贸联委会第二次会议”上,时任中国国务院副总理吴仪女士与时任泰国副总理颂奇·乍都西披塔博士共同签署了一份重要文件,明确了为中泰两国未来五年间建立战略性经济伙伴关系而努力的宗旨,旨在全面推动两国之间的贸易与投资。当时,我有幸亲自参加了那次会议,并在会上看到了中国西部大开发经济战略的宏伟蓝图。


I still clearly recall that during the "2nd Meeting of the China-Thailand Joint Committee on Trade, Investment, and Economic Cooperation", held in Chiang Mai on September 21-22, 2005, Ms. Wu Yi, then Vice Premier of the State Council of China, and Dr. Somkid Jatusripitak, then Deputy Prime Minister of Thailand, jointly signed a vital document that set out the shared commitment to establishing a China–Thailand Strategic Economic Partnership over the following five years, with the aim of comprehensively boosting bilateral trade and investment. Back then, I was privileged to attend the meeting in person, where I caught my first glimpse of the ambitious blueprint for the strategy for large-scale development of western China.


这次会议激发了我对该战略的浓厚兴趣。经过深入细致的研究,我发现成都市作为中国西部大开发战略的核心城市,在中国西部大开发五年计划(设定于2000年启动并确立目标)中扮演着至关重要的角色,成都市与重庆市共同组成了中国西部地区的经济增长极与繁荣中心。因此,我选择从推进中泰教育合作入手,以此作为培养专业人才的基地,为未来两国在贸易、投资、旅游以及文化交流等领域的发展打下坚实的人才基础。在各方不懈努力下,我们最终成功与成都大学外国语学院合作,开设了泰语选修课,并于2008年正式开设了泰语专业本科课程。成都大学也由此成为四川省第一所开设泰语本科专业的大学。


The meeting sparked my profound interest in the strategy. After conducting in-depth and thorough research, I discovered that Chengdu, a core city under the strategy for large-scale development of western China, plays a pivotal role in China's five-year plan on developing its western regions (which launched in 2000 alongside defined objectives). Together with Chongqing, Chengdu forms an economic growth pole and prosperity hub in western China. Accordingly, I resolved to start by promoting educational cooperation between China and Thailand, while taking Chengdu as a base for cultivating specialized professionals, in order to lay a solid foundation of talent for the future development of both countries in trade, investment, tourism, cultural exchange, and other sectors. Thanks to persistent efforts from all sides, we ultimately succeeded in partnering with the College of Foreign Languages and Cultures of Chengdu University to offer Thai language elective courses, followed by the formal establishment of an undergraduate Thai Language program in 2008. As such, Chengdu University emerged as the first institution across Sichuan Province to offer an undergraduate program in Thai Language.

此后,我在多个学术舞台上向泰国各界介绍了中国西部经济的发展模式,重点探讨了“与中国西部开展贸易合作”以及“进军成都市——开启中国西部经济之门”等议题。


Since then, I have presented the economic development model of western China to audiences from various sectors of Thailand at numerous academic forums, focusing on topics such as "Advancing Trade Cooperation with Western China" and "Expanding into Chengdu — The Gateway to Western China's Economy." 


2026年对于中泰关系而言是具有里程碑意义的一年。阿努廷总理此次访问四川成都,标志着泰国与中国西部地区在贸易与投资合作上迈出了具有历史性意义的一步。因为泰国总理此次访问成都市的核心目标之一,便是出席“泰王国驻成都总领事馆投资处”的揭牌仪式。这意味着泰国在中国西部设立了全新的投资促进委员会(BOI)办事处,旨在主动出击,积极吸引四川省的汽车零部件、清洁能源以及电子信息等高新技术产业前往泰国的东部经济走廊(EEC)投资办厂。此外,泰国总理还将出席“2026中国(四川)-泰国投资与经济论坛”,通过发表主旨演讲,向中国投资者展示泰国在基础设施建设和投资方面的坚定信心,并全力促成中泰两国之间的企业配对。


2026 stands as a milestone-setting year for China-Thailand relations. Prime Minister Anutin's visit to Chengdu, Sichuan, marks a historic step forward in trade and investment cooperation between Thailand and western China. One of the core objectives of Thai Prime Minister's visit to Chengdu is to preside over the inauguration of the "Investment Promotion Division of the Royal Thai Consulate-General in Chengdu". This represents the launch of a new office of the Board of Investment  (BOI) of Thailand in western China. Its objective is to proactively draw high-tech industries in Sichuan Province, such as automotive parts, clean energy, and electronic information, to invest and build production bases within Thailand's Eastern Economic Corridor (EEC). Additionally, Thai Prime Minister will attend the "2026 Thailand-China (Sichuan) Investment and Economic Forum". By delivering a keynote address, Thai Prime Minister will demonstrate Thailand's firm confidence in infrastructure development and investment-related policies to Chinese investors, while sparing no effort to facilitate business matching between Chinese and Thai companies.

面对这一历史机遇,作为四川省深化对外开放和东盟合作的重要人才培养高地,成都大学必须做好充分准备,全力培养与中泰、川泰经贸投资发展任务相配套的复合型人才。我们对泰语人才的培养,绝不能仅仅局限于语言本身的理解,而是要向产业合作方向延伸,使学生能够理解和掌握工业制造工程、土木工程、医疗与公共卫生等领域的专业知识,从而精准对接并服务于中泰两国——特别是中国西部地区与泰国及东盟各国之间的经济协同发展。


In view of this historic prospect, Chengdu University, as a leading institution for talent development in support of Sichuan's opening-up and cooperation with ASEAN, must make full preparations and devote its fully fledged efforts to cultivating multidisciplinary talents capable of supporting the objectives of China-Thailand and Thailand-Sichuan economic, trade, and investment development. Our cultivating of Thai-language talents should never be confined merely to linguistic proficiency.Instead, we should expand toward industry collaboration, enabling students to understand and master specialized knowledge in fields such as industrial manufacturing engineering, civil engineering, and healthcare and public health. In doing so, graduates can precisely align themselves with and serve coordinated economic development initiatives between China and Thailand, particularly those linking western China with Thailand and other ASEAN countries.

Chaphiporn Kiatkachatharn is a think tank expert at the Sichuan Provincial Research Institute of Thai Studies, Chengdu University. He has long been engaged in promoting China–Thailand cooperation in education, language talent cultivation, as well as economic, trade, and people-to-people exchanges, and has actively contributed to strengthening cooperation between Sichuan and Thailand. He is a recipient of the Chinese Government Friendship Award, The Most Noble Order of the Crown of Thailand (Most Admirable Special Contribution Award), and the Sirindhorn Medal.
